Ohio and Maryland, touted as two of the nation's best-performing states in terms of their public school systems,Christian Dior, are among the second-round finalists.

In fact, the program has come under fire for effectively creating a grand incentive for reforming the schools without appropriate financial support for longer-term implementation and with only some states benefiting.

He added that 10 to 15 of those states are expected to win money from the federal stimulus-funded program known as "Race to the Top."

The program is President Barack Obama's pet project, offering federal grants to states for improving education and supporting semi-autonomous charter schools - in what Duncan called the "quiet revolution" in education.

Duncan dispelled earlier concerns over Congress possibly taking $500 million away from the program to help pay for a $10 billion schools measure folded into the U.S. House of Representatives' defense spending bill.

WASHINGTON (Reuters) – The Department of Education has selected 19 states to vie for $3.4 billion in grants aimed at improving their schools, Secretary Arne Duncan said in a speech on Tuesday.

With education funding facing cuts as states grapple with the withering of federal stimulus dollars, the 19 finalists have requested more than $6 billion in their Race to the Top applications - but only half of that money is available.

Part of that original pool, $350 million, has been set aside in another competition between groups of states.

The 19 states selected as finalists in this round include those that made it to the final round of the program's first phase. Depending on the size of the winners, Duncan said between 10 and 15 states will share what's left of the program's total $4.35 billion fund.

"Education reform faces impossible odds when schools face massive budget cuts,Ankh Royalty," said Randi Weingarten, American Federation of Teachers president, in a statement.

"This money is going to be there for the finalists, and this money will be committed by September," he said.

The finalists are competing for $3.4 billion left in the program fund after $600 million was sent to Delaware and Tennessee in the first round of funding earlier this year.

Also on the list are the financially struggling states of California, Florida, Illinois, New Jersey, New York and Rhode Island.

The money primarily covers adoption of standards and assessments, boosting of low-performing schools, creating teaching jobs and building better data systems.

Murray was not among the seven doctors involved in the state investigation.

Los Angeles police who investigated the death had asked state and federal investigators to look into the prescribing practices of doctors who previously treated the 50-year-old pop star.

The doctors were part of an investigation by state Attorney General Jerry Brown’s Bureau of Narcotic Enforcement, spokeswoman Christine Gasparac said.

The state investigation included the search of a prescription drug database that tracks doctors who prescribe controlled substances. The database also monitors the quantity and recipients of those drugs.

One doctor whose name was not released has been referred to the California Medical Board for prescribing drugs to a Jackson alias,Prada, she said.

The federal Drug Enforcement Agency has also stopped investigating the actions of any other Jackson doctors, agency spokeswoman Sarah Pullen said.

“I am very disappointed,” said attorney Brian Oxman, who represents Michael Jackson’s father Joe Jackson in a wrongful death lawsuit against Murray. “The misuse of medications by Michael Jackson in the last years of his life was excessive and to fail to bring that to the public eye is ignoring reality.”

LOS ANGELES – State investigators probing the death of Michael Jackson have decided not to file charges against seven doctors who treated him,D&G, authorities said Wednesday.

Candis Cohen, a board spokeswoman, declined to confirm the action, saying complaints and investigations were not public record.

The firings announced Friday total 302 school system employees, including the 241 teachers. They come largely as a result of the first year of a new teacher evaluation system,Paul Smith, though 76 teachers were fired for problems with their licenses.

Washington Teachers’ Union President George Parker says the union will challenge the firings for performance.

The evaluation is based largely on five classroom observations of teachers and their students’ standardized test scores. Those found “ineffective” on a four-tier system were fired.

BEIJING – Record-high water levels at China’s massive Three Gorges Dam have called into question Beijing’s claims that the world’s largest hydroelectric project could withstand a 10,000-year flood.

Minister of Water Resources Chen Lei urged officials to inspect and protect other dams and reservoirs in the region as well as flooding continues, the state-run Xinhua News Agency said.

Then on Tuesday, the Three Gorges Corporation’s chairman, Cao Guangjing,Iceberg, told China Daily he can “absolutely guarantee” the dam can withstand the worst flood in 100 years.

Critics have long challenged the 410-mile-long (660-kilometer-long) Three Gorges project, saying increased water levels could lead to geological disasters such as landslides as the soil around the dam became more saturated and unsettled.

Floods have left more than 270 people dead in southern China since July 1, with more than 200 missing, the Ministry of Civil Affairs said.

Water could go higher with China’s national weather center issuing a warning Saturday of more torrential rains for the region through 8 a.m. Sunday.

In 2007, officials said the dam could withstand the worst flood in 1,000 years.

Liu Ning, vice minister of water resources, told a news conference this week that research teams have worked to prevent geological disasters.

Since the completion of the Three Gorges Dam in 2006, confidence in its flood capacity has diminished.

The water level reached 518 feet (158 meters) Saturday morning,Prada, just 55 feet (17 meters) from the reservoir’s maximum capacity of 573 feet (175 meters), flood control headquarters in the central province of Hubei told The Associated Press.

Seven years ago, Chinese officials boasted the dam could withstand floods so severe they come only once every 10,000 years. But as the current flooding in central China — especially along the country’s largest river, the Yangtze — shows no sign of waning, officials now warn the dam’s capacity is limited.
